A performance bond or cash escrow on the provisions of the screening and landscapin~ section shall run to the City of Ramsey for a period of two full growing seasons following installaion. ~he bond or escrow amount will be a reasonable estimate of the project cost as determined by the City Engineer. OFF-S'~I~ PARKI~ In the urban area, all off-street perking areas shall be psved with a durable and dustless surface in conformance with city engineering standards. Such area shall be so graded and drained as to dispose of all surface water accumulation satisfactorily. Ail off-street parking spaces shall have access off driveways and directly off the public street. A parking spoe shall not be less than 300 square feet of standing and maneuvering area. When application of these regulations results in a requirement of a fractional space, any fraction up to and including one-half shall be disregarded. Fractions over one-half shall count as one additional space. Property that constitutes required off-street parking areas may not be separated, through sale or other means, from the proper.ty containing the principal use for which the parking area Ks., required. Required parking facilities serving two or more uses may be located on the same lot or in the same structure, provided that the total n~ber of parking spaces furnished shall not be less than the su~ of separate requirements for each use. The Council may approve the joint use of parking facilities by the following uses or activities under the following conditions: a. For the purposes of this section, the following uses are considered as daytime uses: banks, business offices, retail stores, personal service shops, household equipment or furniture shops, clothing or shoe repair or service shops, wholesale, or similar uses. b. ~he foil(wing are to be considered as night-time or Sunday uses: Auditoriums incidental to a l~3b~ ic or parochial school, churches, bowling alleys, dance halls, theaters, bars or restaurants. c. Up to 50% of the parking facilities required for night-time uses may be supplied by the off-street parking facilities provided by day-t/me uses and vioe versa. d. Conditions required for joint use: - the proposed joint parking space is within 500 feet of the use it will serve; - the applicant shall sh~w that there is no substan- tial conflict in the lxincipal operating hours of the two buildings or uses for which joint use of off- K-3
