To~vn Center Gardens 3rd AdditiOn <br />Ady 30, 2004 <br />Page 2 of 3 <br /> <br />Streets: The sketch plan proposes to extend 147a Lane NW west at Rhinestone St NW <br />from the remainder at' the Town Center Gardens plat. Olivine and Peridot are proposed to <br />be extended north to serve the northeast comer of the plat. The sketch plan shows a <br />combination of public and private streets. Staff ~S continuing to review the location of <br />private streets to ensure that their len~hs compl? with City 'ordinances.. Additional <br />comments regarding the use of private streets will be provided at the preliminary plat <br />stage. <br /> <br />Oradina and Drainage: A drainage and grading plan must be submitted at the preliminary <br />plat stage. A permit will need to be obtained from the Lower Rum River Water <br />Management Organization and the MPCA for this development and wetlands must be <br />delineated. The drainage plan will need to detail potential impacts on wamr levels in the <br />existing wetland. Adjacent residents have already called the City with concerns about this <br />project. <br /> <br />Traffic Generation Analysis: The City will require a traffic analysis at the time of <br />preliminary plat review. The City will hire a traffic consultant to review the traffic <br />patterns and traffic impact of the development. The cost of this study will be billed to <br />you. <br /> <br />7, <br /> <br />Utilities and Water Usaae: The development will need to be served by municipal water <br />and sanitary sewer. <br /> <br />Park Dedication: The proposed plat will be forwarded to the Park Commission for a <br />recommendation on park dedication. The City has the option for cash at the rate of <br />$2,200.00 per unit, land, or a combination of the two. <br /> <br />Sidewalks: City Code requires the installation sidewalks along one side of all non cul-de- <br />sac public streets. Sidewalks will need to be shown on the preliminary plat. <br /> <br />10. <br /> <br />Trail Development and Trail Fees: The current.trail development fee is $550.00 per unit <br />and is due prior to recording the plat. <br /> <br />11. <br /> <br />Ope. n_ Space: City Ordinances require that at least 40% of the development consist of <br />open space. Qualifying areas include grassed lawns, landscaped areas, gardens, natural <br />areas, landscape rock, mulch, wetlands, and ponding areas. At least 10% of the open <br />space must be shown as an easily identifiable common area for the use of the sm-rounding <br />residents. Piease provide this inlbrmation as part of the preliminary plat submittal. <br /> <br />12. <br /> <br />Stormwater Management Fee: The City.. has enacted a stormwater management fee of <br />$375.00 per unit. The payment of tiffs fee will be required prior to recording the plat. <br /> <br />94 <br /> <br /> <br />
