CLUB: Any establishment operated for social, recreational or educational purposes but open only to me~bers and not the general puh_l lc. __~31~P_ BF~ENSIVE PLAN: A computation of goals, policy state- ments, standards, programs and maps for guiding the physi- cal, social, and economic development, both public and pri- vate, as defined in the Minnesota Municipal Planning Act, and includes any part of such plan separately adopted and any ~endment to such plan or parts thereof. CONDITIONAL USE: A use which may be appropriate in a specific zone, but may require special conditions imposed by the City Council as it may create special problems with regards to the protection of the public welfare, the in- tegrity of the municipal land use plan, and/or the zoning district in which it is located. CONDITIONAL OSE PERMIT: A permit issued by the City Council in accordance with procedures specified in this chapter which permit is required in order to carry on a "conditional use' as defined in this chapter. OG979~NT: A contract between two individuals which constitutes a restriction of a particular use of land. ~: That portion of a lot covered by principal and acoessory use structures. ~: A number expressing the ratio of dwelling units to an acre of land. ~: A section or sections of the City for which the regulations and provisions governing the use of buildings and lands are uniform for each class of use permitted therein. ~: Any place where three (3) dogs or more over three (3) months of age are kept. DOM~"fIC WASTE ~%TER: Any water generated by a use used for personal hygiene such as lavatories and related sinks. ~is definition shall apply only to Sections (RB-la and RI-la) of this C~apter. DRAIN~: The removal of surface water or groundwater fr~m land. DRIVF~IN ES~%BLIS~T: An establishment which accom- modates the patron's auto~obile from which the occupants may receive a service or in which products purchased fr~ the establis~ent may be cons~ed.
