The language set forth in the text of this chapter shall be <br />interpreted in acoordance with the following rules of <br />oonstr uction: <br /> 1. The singular n~ber includes the plural, and the plural <br /> the singular. <br /> 2. ~e present tense includes the p~st and future tenses, and <br /> the future the present. <br /> 3. The word "shall" is mandatory while the word ~may" is per- <br /> missive. <br /> 4. The masculine gender includes the f~minine and neuter. <br /> 5. Whenever a word or term defined hereinafter appears in the <br /> text of this ordinance, its meaning shall be construed as <br /> set forth in the Definitions section of this ordinance. <br /> 6.
