At that <br />time four facilities (Federal Cartridge Corporation; Herbst & Sons <br />Construction Company, Inc4 Sylvester Brothers Development Co., lnc.i and <br />~aste Management of Minnesota, Inc.) received interim approval of their <br />plans and were requested to make certain amendments and to provide the <br />required financial assurance by October 3i, 19g~. Revised plans and <br />financial assurance have been received from Federal Cartridge <br />Corporation, Herbst & Sons Construction Co., inc., Sy]vester Brothers <br />Development Co., inc. and 9~aste Management of Minnesota, Inc. Review <br />o! the revised plans and financial assurance indicate that they generally <br />comply with the ordinance requirements. <br /> <br />Motion was made by Roback and seconded by Elwell to recommend the <br />following actions concerning the closure/post closure plans, financial <br />assurance, and solid waste facility licenses: <br /> <br />A. Federal Cartridge Corporation dba Federal Cartridge Special ~aste <br /> Landfill <br /> <br />The closure/post closure plan submitted by Federal Cartridge <br />Corporation for the Federal Cartridge Special ~aste Landfill <br />dated May 1, 195~, received on May 22, 1984, and amended on <br />August 7 and October 29, 19gz~ be approved. <br /> <br />Approval of this plan, or waiver of any plan requirement, does not <br />in any way limit or reduce the licensee and owner's obligation or <br />responsibility to properly close this site and to maintain it in such a <br />manner that it does not degrade-the soil, waters, or air of Anoka <br />County or create a nuisance or endanger the public or to take <br />remedial action to correct such degradation. <br /> <br />3. The following waivers of the ordinance requirements for this plan <br /> be approved: <br /> <br />ee <br /> <br />Notice to customers because it is not open to the public. <br />Posting of a closure sign because Jt is not open to the public. <br />Publication of notice because it is not open to the public. <br />Gas monitoring because the waste does not decompose and <br />produce gases. <br />Pest control because the material does not attract pests. <br /> <br />Acceptance of the irrevocable letter of credit dated November 21, <br />19g~ from First National Bank of Minneapolis in the amount of <br />$92,760 subject to review, modification, and approval by the <br />County Attorney as to form and legality. <br /> <br /> <br />
