At that time four facilities (Federal Cartridge Corporation; Herbst & Sons Construction Company, Inc4 Sylvester Brothers Development Co., lnc.i and ~aste Management of Minnesota, Inc.) received interim approval of their plans and were requested to make certain amendments and to provide the required financial assurance by October 3i, 19g~. Revised plans and financial assurance have been received from Federal Cartridge Corporation, Herbst & Sons Construction Co., inc., Sy]vester Brothers Development Co., inc. and 9~aste Management of Minnesota, Inc. Review o! the revised plans and financial assurance indicate that they generally comply with the ordinance requirements. Motion was made by Roback and seconded by Elwell to recommend the following actions concerning the closure/post closure plans, financial assurance, and solid waste facility licenses: A. Federal Cartridge Corporation dba Federal Cartridge Special ~aste Landfill The closure/post closure plan submitted by Federal Cartridge Corporation for the Federal Cartridge Special ~aste Landfill dated May 1, 195~, received on May 22, 1984, and amended on August 7 and October 29, 19gz~ be approved. Approval of this plan, or waiver of any plan requirement, does not in any way limit or reduce the licensee and owner's obligation or responsibility to properly close this site and to maintain it in such a manner that it does not degrade-the soil, waters, or air of Anoka County or create a nuisance or endanger the public or to take remedial action to correct such degradation. 3. The following waivers of the ordinance requirements for this plan be approved: ee Notice to customers because it is not open to the public. Posting of a closure sign because Jt is not open to the public. Publication of notice because it is not open to the public. Gas monitoring because the waste does not decompose and produce gases. Pest control because the material does not attract pests. Acceptance of the irrevocable letter of credit dated November 21, 19g~ from First National Bank of Minneapolis in the amount of $92,760 subject to review, modification, and approval by the County Attorney as to form and legality.
