Probable causes of <br />the higher groundwater and pond levels are higher rates of preci- <br />pitation and increased housing development. ~ousing development <br />increases surface runoff and on-site wastewater disposal systems <br />contributes additional additional water to the surfical <br /> <br />groundwater. <br /> <br />A surYey of the pond water levels shows that the ponding area <br />south of 149th Lane N.W. is approximately 0.8 feet lower than the <br /> <br />pond north of 150th Lane N.W. <br /> <br />III. PROPOSED DRAINAGE IMPROVEMENT <br /> The ultimate solution to the problem, based on the City's <br /> Comprehensive, Storm Drainage Study, is to construct an overflow <br /> pipe to the Mississippi River. Because a majority of the area <br /> between 149th Avenue N.W. and the Mississippi River is <br /> undeveloped, it would not be feasible to construct an overflow <br /> pipe at this time. Also, it does not appear that any of the <br /> homes in the area are currently endangered by the high water <br /> levels. Therefore, it would be difficult to justify the expense <br /> of an overflow to the Mississippi River. <br /> <br />Dredging of the ponding area would only provide minimal relief of <br />the problem, since the groundwater level is approximately the <br />same as the pond water level. <br /> <br /> <br />
