A waiver is requested fro~ the requirement to publish in the other newspapers serving the County because the majority of our customers are in the Anoka/Ramsey area (approximately 75~) and are served by the Anoka Union Shopper. The remaining 25% will be notified by the Minneapolis Star and notices posted at the landfill site. The landfill operator will post a sign at the site's gate and in the gate attendant's window sixty {60) days prior to and until 120 days after completion of landfilling activity notifying landfill customers of the closure date and locations of alternative disposal facilities. 2. Security After closure, only those persons authorized by the landfill operator and/or owner will be permitted on the site to perform closure and post-closure duties outlined in this report. Existing fencing will be maintained around the perimeter of the site. The on-site access point will be controlled to restrict unauthorized access to the site. Ultimate fencing requirements will be modified based on the final end use of the site as determined by the owner. 3. Responsible Part~. At the time of closure, the landfill operator will provide the MPCA and the Department with the name, address, and telephone number of the person responsible for the facility during the post-closure period. 4. Final Cover At cessation of landfilling activity, areas that have not received final cover will be completed. Final cover will consist of daily
