Site Access <br /> <br /> During the closure mhd post-closure period, the operator, to the <br />extent consistent with its then existing lease agreement with the <br />owner, will grant access to the County, or its authorized agent or any <br />person responsible for closure and post-closure requirements and shall <br />allow such access to the closed site at any reasonable time for <br />purposes of evaluating the condition of the closed landfill, <br />monitoring, maintenance or restoration. Separate agreements will have <br />to be made by the County, if it deems it necessary, with the owner of <br /> <br />the site similarly to guarantee access to the County. <br /> 9. Vector Control <br /> <br /> During the closure and post-closure periods, an extermination <br /> service will be retained. During the first year of the closure period <br /> routine monthly inspection and service by a pest control operator <br /> acceptable to the Department will be provided. During subsequent years <br /> such service will be provided on an as needed basis. <br /> FACILIlY POSI-CLOSURE PLA~ <br /> <br /> lhe licensee and the owner of the facility and any successor in <br /> interest will be responsible for the post-closure care of the site. <br /> The post-closure period begins at the termination of the closure period <br /> and continues for a minimum of five (5) years, lhe County Board may <br /> extend the five (5) year post-closure period by up to an additional ten <br /> (10) years to provide' time to correct and/or monitor problems with <br /> leachate, methane, turf or final cover, lhis post-closure work may be <br /> delayed in the event of adverse weather conditions, upon the approval <br /> of the Department, until a change in weather conditions renders such <br /> work activities practical. <br /> <br /> <br />
