I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />City Administrator Schnelle stated that this referred to <br />administrative time for the Chief of Police to review policies <br />and other administrative items with the officers. <br /> <br />Councilmember Reimann stated that he didn' t feel that the City <br />should be paying for the training costs of tuition, mileage or <br />meals. <br /> <br />City Administrator Schnelle stated that the City does not pay; <br />the City is reimbursed for these expenses by the State POST <br />Board. <br /> <br />Counci~r Reimann stated that he has been blamed for the <br />police department union and he feels that the Police Department <br />wanted a union long before any actions by the Personnel <br />Committee. The union is not Councilmember Reimann's fault. <br />Councilmsmber Reimann stated that he felt government was behind <br />inflation. With people out of work and businesses going out of <br />business, the City should show some leadership. The Police <br />Department wanted a 5% increase last year, they want a 5% <br />increase this year, where will it stop? Councilmember Reimann <br />stated that he felt the increases should stop with the City; <br />although the problems are not just in Ramsey, but in the County <br />and State as well. <br /> <br />Councilmember Sorteberg asked what happens at a mediation <br />meeting. <br /> <br />City Administrator City Administrator Schnelle stated that the mediator will want to <br />know what the City's offer is. <br /> <br />Councilmember Sorteberg asked if a decision is made at this <br />meeting. <br /> <br />City Administrator Schnelle said no, the mediator tries to see if <br />there is a middle ground. Arbitration is where any decision will <br />be made. The City's recommendation is taken to the mediator. <br /> <br />Councilmsmber Sorteberg asked if there is no agreement between <br />the mediator and the City, does the case go to arbitration. <br /> <br />City Administrator Schnelle stated that that is correct. <br /> <br />Councilm~er Reimann stated that it is a no-win situation, no <br />matter what Ramsey does. <br /> <br />City Administrator Schnelle asked if the Personnel Committee had <br />made any other offers to the Police Department. <br /> <br />Councilmember Reimann stated that he was going backwards from <br />now and that he would fight any increase to the end. The City <br />has to put a brake on the increases. These increases are being <br />rammed down people's throats. A 5% increase is the track record <br /> <br />-2- <br /> <br /> <br />
