This is <br />being rammed down our throats and we aren't getting that much for <br />5%. <br /> <br />City Administrator Schnelle asked is there was another offer from <br />5%. <br /> <br />Councilm~mber Reimann stated that he started out offering a 3% <br />increase, now he is going to 0%. The City is fighting a losing <br />battle. The Police Department will get that 5% - the Arbitration <br />Board will give th~m that 5%. <br /> <br />Councilmsmber Sorteberg asked what items (a) and (b) mean in <br />Enclosure ~1. Now the officers are getting two days' pay for <br />training; a 1% increase in pay is approximately equal to $250.00 <br />according to Enclosure ~2. <br /> <br />Chief of Police Auspos explained it~n (b). If the Chief wants to <br />have a monthly meeting to discuss policies, the officers are not <br />charged for that hour. This would not be cumulative; it would be <br />just one hour per month. <br /> <br />Councilm~nber Sorteberg stated that the officers were previously <br />paid for whatever. If the City offered it,s (a) and (b), this <br />would more than off-set a 1% pay increase. In item (a), if <br />officers are on their own time for approximately two days, will <br />this reflect in a decrease in overtime? <br /> <br />Chief of Police Auspos replied that it would probably reduce <br />overtime somewhat. <br /> <br />Councilmember Sorteberg stated that these items could possibly <br />reduce City costs but bring the Police Department in line. If <br />the City offers items (a) and (b), it would reduce costs by 1- <br />1/2%. If the Personnel Committee is reasonable, I think the <br />Police Department would accept something less. Although if they <br />go to arbitration, I think the Police would get their request. <br /> <br />Councilm~nber Reimann asked whether Councilmember Sorteberg would <br />reduce the offer to 3-1/2%. <br /> <br />Councilm~mber Sorteberg said effectively, yes, the City would be <br />paying for less time. <br /> <br />Councilm~mber asked where the State POST funds come from. <br /> <br />Chief of Police Auspos stated that there is a 10% surcharge on <br />all tags issued.
