Miller ~tated that the minin9 would be phased in 5 ac~e incr~ents. <br />Initially, the topsoil fr~ Phase 1 would be stripped, at an average cut of <br />9.2', and stockpiled; when the borrow material is removed fr~m Phase 1, the <br />prooess will move on to Phase 2! the topsoil fr~m Phase 1 will be placed on <br />Phase 1 and vegetated. That prooess would contin~ through the entire plat <br />leaving Phase 5 and 10 as the last to be worked as they are buffer areas. The <br />plat to be mined is 40+ acres in size and the outside slopes would be left at <br />a 4:1 ratio; the overall project will not be detrimental to the paroel from a <br />standpoint of saleability and developability. <br /> <br />Mr. Fountain inquired if Waste Management of Minnesota has an engir~cring <br />report that says the soils in the proposed borrow area are not suitable for <br />cover material. <br /> <br />Mr. Miller replied that the first analysis prepared regarding the soils stated <br />that the soils were on a fine line between passin9 and not passing County <br />requirements. Sinoe that time, 55 more soil borings and extensive analysis on <br />the materials have been performed and the result is that the materials do <br />fulfill County requirements for middle earthen and topsoil oover. <br /> <br />Chairman LeLeux i~quired if the adequacies of the cover material will be <br />monitored. <br /> <br />Mr. Miller replied that the adequacy of the soils has already been documented <br />in those 55 soil borings. <br /> <br />Mr. Fountain irguired if the cover material will be taken from that South 80 <br />parcel only. <br /> <br />Mr. Miller replied that the 55 soil borings were taken on the South 80, North <br />80 and existing stockpiles; oover material will o0me from all these places. <br /> <br />Mr. Wentura noted that Waste Management of Minnesota appears to be having <br />probl~as vegetating that west portion of the landfill. <br /> <br />Mr. Miller replied that the west side appears to have better results with <br />spring seeding rather than fall seeding; Waste Management has been testing <br />that area extensively for signs of methane migration but nothing shows ~p. <br />Mr. Miller stated that Waste Management has been testing different types of <br />fertilizers to be used in that area but has not received MP~ approval to <br />proceed as yet. <br /> <br />Mr. Wentura stated that the situation on the west side substantiates that <br />adequate oover is r~essary for good vegetation. <br /> <br />Mr. Miller stated that the soil types required in the new County Ordinance are <br />more acceptable to vegetation; the quality of soil contained in the South 80 <br />parcel is ~c~ for good vegetation. <br /> <br />May 20, 1985 <br /> <br />Page 3 of 11 <br /> <br /> <br />
