I <br />I <br /> <br />Mr. DeLuca irguir~d if the cover soils Waste Manaage~ent is proposing to use <br />are now acoeptable as a result of relaxation of MPCA standards, mechancial <br />oompactlon or on the basis of the 55 soil borings themselves. <br /> <br /> I <br />'1 <br /> I <br /> <br />Mr. Miller replied that o~mp~ction only pertains to the 12' of lime sludge <br />that is applied! the soil specifications, as far as ingredients, have been <br />further identified through MPCA and Anoka (3ounty ~ are more stringent than <br />in the p~st. <br /> <br />Mr. DeLuca asked Mr. Miller that if the mining permit is approved, thereby <br />making the cover process easier for Waste Management of Minnesota, would Waste <br />Management of Minnesota be willing to add more middle earthen soil than is <br />required by M~ and County to insure the best vegetation growth possible. <br /> <br /> i <br /> I <br />I <br />I <br />I <br />I <br /> <br />Mr. Miller replied that he really can't an~er Mr. DeLuca's question and <br />pointed out that Anoka County's termination specifications are more stringent <br />than the State's. The County requires 12" of lime sludge, 12" of middle <br />earthen and 6" of topsoil, totalling 30"; State specifications require a total <br />of 24~ of oover materials. Best growing suitability can also be obtained <br />through c~mpaction of the first and middle layers along with the top layer. <br />Mr. Miller stated that he would have to discuss the viability of additional <br />oover with the engineers and report back to this (~ittee with their anm~er. <br /> <br />Mr. Pearson stated that be farms an area that was once a County gravel pit and <br />today it is covered with trees and sod; land does recoup. Mr. Pearson <br />referred to earlier conversation regarding problems in vegetating the west <br />side of the landfill and based on his experienoe noted that it takes more than <br />one year to see the results of seeding. <br /> <br />Mr. Wentura noted that Waste Management has been seeding the west side for 3 <br />years o <br /> <br />(Im/rman LeLeux irguired as to the difference between mining and grading. <br /> <br />Mr. DeLuca stated that at the last Council meeting the terms mining and <br />gradin9 were discussed and it was determined that 'mining' is a misuse of <br />terms and will now be referred to as 'grading and excavation'. <br /> <br />Mr. Wentura stated that there has been a lot of grading and mining happening <br />in the City and he doesn't recall that the applicants were put through the <br />hassle that Waste Management of Minnesota has been; for instance, the grading <br />necessary at the site of the ~d drag races. <br /> <br />(~aairman LeLeux asked Councilmsaber Cox, present in the audience, why the <br />Council so easily allowed the Lions to grade that area for the sand races. <br /> <br />Councilmanber COx replied that he was not serving on City Council at that <br />time. <br /> <br />Chairman LeLeux r~inded Councilmsnber Gox that the 'Citizen Input' portion of <br />the meetin9 is past. <br /> <br />Mr. De/mca asked Mr. Miller how many garbage trucks enter the landfill per <br /> May 20, 1985 <br /> <br />Page 4 of 11 <br /> <br /> <br />
