Councilmmber COx ~tated that if the city would have depended on <br />County, PCA or any other goverrment agency for reo0~z~ndations and guidelines, <br />the landfill would be a mess and having real serious probl~s today; if a <br />person lived to be 100 years old, he would always get oonflicting reports from <br />those goverr~nent agencies and would never kn~ in which direction to prooeed. <br /> <br />Mr. Fountain stated that he agrees with Mr. DeLuca's o0mments regarding <br />inadequacies in documentation furnished to this Landfill Committee. Mr. <br />Fountain stated that he has a oopy of a letter to the City of Ramsey, dated in <br />that time frame just shortly before the City's denial of the mining permit, <br />regarding Anoka fbunty's position; their statements in that letter were <br />essentially that nothing oould be done until the deve/o~ment moratoria is <br />lifted by Metro (buncil and Anoka County. Mr. Fountain noted that this <br />particular letter was also not provided as backup information in tonight's <br />Landfill age~. <br /> <br />Mr. DeLuca referred to Enclosure 2.T, Comcil minutes dated January 22, 1985, <br />Page 22, 8th Paragraph - 'City Attorney Goodrich stated that he reoognizes <br />that it is a difficult situation when the applicant for the mining permit <br />happens to be the ~wner of the landfill, but this is not a landfill operation. <br />Co~cil may want to appoint a mining permit oommittee and Comcil should be <br />oonscious not to re/ate this mining request with the operation of the <br />lar~fill. Mr. Goodrich stated that Council should not get in the position of <br />violating a 1~ by disallowing the property owner use of his granular <br />material.' Mr. DeLuca stated that this Landfill Committee should keep Mr. <br />Goodrich's oomments in mind when reviewing the mining permit and making <br />recommendations to City Council. <br /> <br />Mr. Pearson pointed out that Waste Mangement of Minnesota (~ns that property <br />they wish to mine; it would be a sad situation if any other citizen would have <br />to go through what Waste Management has been put through to do something on <br />their own property. Mr. Pearson stated that he feels Waste Managment needs <br />the cover material in order to close properly and that Waste Management is not <br />going to ruin their own property. <br /> <br />Mr. Wentura stated that it is in Waste Management of Minnesota's best interest <br />to make the property suitable for future development. <br /> <br />Mr. Miller stated that Waste Management of Minnesota is not going to damage <br />the property to the degree that Waste Management cannot sell it in the future <br />if the landfill operation ceases.
