's request for a grading and excavating permit; further, that the grading and excavating permit will be 100% oontingent upon Metro (buncil amd County approval of same. (~airman LeLeux called for a roll call vote: Mr. Pearson - Aye Mr. DeLuca - Aye Mr. Fountain- Maye. Further Discussion: Mr. Fountain stated that there is a Minnesota Statute which says that no township, city or oounty can allow any develoIxnent to occur within that Site P moratoriu~ area. Mr. DeLuca pointed out that the grading and excavating permit would be 100% oontingent upon Metro Council and County approval. Mr. DeLuca stated that the motion docments this Landfill Committee's support of Waste Management of Minnesota, Inc. 's request for a permit. Mr. Fountain stated that he realizes that Council makes the final decision but Council's last directive in this particular case was that Waste Management of Minnesota should obtain Metro Council and Oounty lifting of the develol~ment moratori~ prior to approaching the City with their request. (]]airman LeLeux stated that Council requested a rec~tion from the Landfill Co~ttee and this Oommittee is making that reo~tion in this motion; whether or not the reoc~tion is taken is up to City Council. Mr. Wentura - Aye C~aiman LeLeux - Aye Motion carried. Case ~ Anoka County_'s Policy_ Regardin9 The Use Of Anoka Gounty's Share Of Landfill Surcharge: Mr. DeLuca referred to letter dated May 2, 1985 fr(~ County C~ssioner Baas regarding funds available fr~m Anoka County for local recycling, oomposting and waste reduction progr~s. Mr. DeLuca stated that they funds will be distributed on a first o0me/first serve basis and one of the key criteria for obtaining the funds is that a ~unity have a work plan in place.
