Mr. Raudio stated that there is a good deal of dirt to be moved at River's Bend <br />West, an u~platted paroel, in order to prepare it for o0~mercial develo~ent. <br /> <br />The (Im~ission procccded to prepare a proposed development agreement regarding <br />the Grading and Excavating Permit for Mr. Arthur Raudio to include the <br />following items: <br /> <br />1) <br /> <br />A phasing plan and restoration plan shall be provided; restoration <br />will be that the developer will develop the property or restore the <br />surface. <br /> <br />2) All final slopes shall be less than 4:1. <br /> <br />3) Hours of operation will be Monday through Saturaday: 7:00 a.m. to <br /> 8:00 p.m. <br /> <br />4) The applicant shall not grade and excavate more than 10 acres at a <br /> time. <br /> <br />5) A performance bond will be provided for an amount to be determined <br /> <br />6) Ramsey reserves the right to irmpect the premises at any time. <br /> <br />7) No build-up of fill material shall be allowed on Hwy. $47. <br /> <br />8) All oosts incurred by the City in administering the agreement shall <br /> be the responsibility of the applicant. <br /> <br />9) When excessive dust pollution is present or if winds are more than <br /> 30 mph, the operation will cease until the probl~ is resolved. <br /> <br />10) A legal description of the property. <br /> <br />n) <br /> <br />Grading and Excavating permit is issued to Mr. Raudio, rDt the <br />property, and does not beo~me transferrable with the sale of the <br />property. <br /> <br />Motion by Oam~ssioner Dee~er and seconded by Cxm~issioner Hendriksen to <br />reco~mer~ that City Gouncil not require a public hearing and grant a grading <br />and excavating permit to Mr. Raudio. <br /> <br />Motion carried. Voting Yes: Chairman Peterson, (kmm%issioners Deemer, <br />Z/amerman, Hendriksen and Johnson. Voting No: None.
