Ck~missior~r Stauffer stated that Mr. Otto
adequately explained his r~ons for utilizing a different formula in
estimating forecast useage. Mr. Otto's forecast figures give the citizens an
honest opinion of what the ultimate useage could be; on the other hand, Mr.
Otto used conservative figures in forecasting eoonomic berm. fits; these ~wo
forecasts offset each other in terms of informing the citizens as to eco~ic
berm. fits and useage. With respect to en~iro~m~.ntal conoerns, namely noise, the
Metro Oo~cil suggests including doc~ntation supporting the Plan's finding
that noise levels will b~ within State and Federal guidelines; will the
envirom~ental impact statement include such doc~tion?

I Mr. Otto stated that technically the envirorm~.ntal impact stat~m~ent does not
include r~ise level studies; such a study is expensive and it ~ould be
difficult to obtain any agency to participate in the f~ding of a ~Dise study

i because it is not expected that an airport of t~Lis size will p~oduoe ~oise
levels outside the guidelines.

I
I

Ck~missioner Stauffer referred to Metro O~uncil's conoern regardin9 Gateway's
expa~_ bility and inquired if anybody really would want an airport that had the

Sept~bar 3, 1985

~ge 3 of 7
