Come~u September ?5, ]g~i!, Pag(' IEight A report entitled, "A Feasibility Study of Recovery of Methane from the Anoka Municipal Landfill," dated January ]982 by Emson Associates, (enclosed), provides limited analytical test results of landfill gas. The report describes percentage of methane, carbon dioxide, and oxygen in the landfill gas. The existence of additional air quality and/or landfill gas information is not known to be available. The personal recollection of the Site Manager during 1971 and i972, Don Otter, is that the holding basins shown on Figures 32, 33, and 34 of the Evaluation Report were used for containing sewage sludge. A recent telephone conversation with Bob Hutchison of Anoka County supports this information. The holding basins were reportedly constructed over solid waste, not on the bare base grade native soils. A proposal for additional monitoring activities has been submitted to, and approved by, MPCA. A discussion of other field activities and analysis of the collected data is provided in the responses below. Future proposals for supplemental monitoring activities will be submitted to the MPCA as the need arises during the on-going WIqMI evaluation of data in accordance with the phased approach described in Exhibit A to the Consent Order.
