Mr. Ippel stated that the cause of accidents at Crystal in not fr~ the 3300' runway; the probl~ is the close proximity of the runway to the housing. A study was done at Crystal regarding the nt~ber of accidents there; that study showed that there was no o0~mon cause for the accidents occuring at Crystal. What would exist at Gateway, that doesn't at Crystal, is clear zones. There would be no high density housing backing ~p to the runway at Gateway; there is no way in the world Gateway and Crystal can be oc~pared. ~e Crystal airport was grandfathered in; Gateway w~uld be a new facility with up-to-the-minute rules and regulations. Most of the accidents at Crystal would have been on airport ground had there been clear zones in existence. Mr. Otto explained Clear Zones A ar~ B again. Mr. Hendriksen stated that he dislikes presentations with contradictions; Mr. Otto stated that houses built prior to a certain date can r~ain; now Mr. Otto says they will be removed. Mr. otto replied that everything in Zone A Clear Zone would be fee simple and all structures ultimately would be removed. Nothing in Zone B would be aoquired. ~e uses in Zone B are non-conforming uses but a Zoning Act passed in 1978 provides that residential develol~nt in existence Ixior to 1978 cannot be determined non-conforming. Zone B has certain land use and density restrictions on it and the City would adopt an ordinance imposing land use restrictions to conform with State statutes. ~ose h(~e owners in Zone B would not be able to subdivide their property a~d further develop. Mr. Dennis Donvan stated that those h~mes prohibited from subdividin9 should receive o0mpensation. Mr. Otto stated that oompensation in Zone B would be up to the City; State and Federal agencies would not likely participate in cc~:~r'~ting those in Zone B. Mr. Otto brought up the subject of financing the local share and stated that if construction were to begin, at the earliest, in 1989, the City should start putting momey away for that purpose. ~ type of bond issue may have to be passed; General Obligation bo~ds are normally used for large expenditures like this. ~e City could create a tax increment district to encompass part of the industrial park and use the tax increment dollars from that district to offset the City's share of development Gosts.
