The (bunty will not be able to p~¥ to
relocate O~ty Road 8116. Mr. Seronen asked if there would be any operating
restrictions on Oounty Roads 856 and 8116 because of the airport.

Mr. Otto replied that the runway, in it's proposed location, would have
adequate clearanoe ewer all roads and railroad tracts if CSAH 8116 is
relocated.

Mr. Seronen stated that realignment of the fbunty Road 8116 extension causes
the (b~ty no problems; Ramsey has provided right-of-way for that extension
and new right-of-way ~uld be required in case there are problems with the
extension.

Mr. Koshak stated that 149th would be a service road with O~unty Road ~116
extension being the thoroughfare.

Councilmember Oox stated that he was involved with the aoquisition of (bunty
Road %116 right-of-way; Gateway did not make a comment o~ it; alignment is as
it currently exists to satisfy oertain people during right-of-way acquisition.
In fact, the original alignment requested is similar to what is proposed in
the Airport Master Plan.

Mr. Terry Hendriksen inquired if relocating County Road %56 would make a
crosswind runway at Gateway feasible.

Mr. Otto stated that he doesn't think relocating Oounty Road 156 would get
much support. Earlier in the study, an idea approached was to oonstruct a
primary east/w~st runway in order to get air traffic away frc~ residences to
the north. Due to the limited dollars available, the State directed that the
study focus on one runway and so the study pursued the runway offering the
most wind coverage.

Doug Lida inquired as to how revenue can be generated off airport operation.

Mr. Otto replied that afber the City has aoguired airport property, the City
can lease property to people for hangar oonstruction; the City can oonstruct
hangars by way of State interest free revovling hangar fund and then lease the
hangars. Ultimately, these would be revenue producers.

Mr. Terry ~endriksen stated that from a business perspective, there is a high
and iow range of money when oonsidering investments; when a person opts to go
with the bare minim~, he is risking that entire s%~ because what be may oome
up with is something that cannot do the job he was inter~ing it to do. A
person is better off spending an extra increnent of money and go with a more
extensive operation because he would then only be risking that portion of the
May 15, 1985

~age 9 of 11
