Police Chief Katers stated that the department has the infrastructure to support the bodycams but <br />would potentially have to increase the storage capacity and additional staff members/time would <br />be needed. He believed that the department would have a good starting point for this type of <br />technology. He stated that many departments in the metro have begun pilot programs. He stated <br />that he is looking at the possibility of it but noted that in Duluth they required two additional <br />staff members just to manage the data and requests for data. <br />Finance Director Lund confirmed the consensus of the Council to notify for a public hearing to <br />take place at the next City Council meeting in December. <br />2.02: Discussion Regarding the 2017-2018 Union Contract Negotiations for AFSCME, <br />LELS-Patrol and LELS-Sergeant (Portions of the Discussion May be Closed to the <br />Public) <br />City Administrator Ulrich suggested that the Council move to closed session to discuss the <br />contract negotiations. <br />Motion by Commissioner Riley, seconded by Commissioner Shryock, to adjourn the meeting to <br />Closed Session at 6:08 p.m. for the purpose of discussing the 2017-2018 Union Contract <br />Negotiations for AFSCME, LEL-Patrol and LELS-Sergeant. <br />Motion carried. <br />The meeting returned to open session at 6:46 p.m. <br />Human Resources Manager Lasher stated that it is the intent that the contract for union and non- <br />union employees will come forward to the Council at the December 13th Council meeting for <br />formal approval. <br />2.03: State Highway #47 Corridor Study Review <br />City Administrator Ulrich reviewed the staff report. <br />Councilmember Riley stated that he loves that the City is attempting to find ways to save on the <br />budget but agreed that if this item is not a budgeted item it would have no impact. He believed <br />that it is important to leave the item on the work plan. <br />Mayor Strommen stated that this is an important corridor and MnDOT has made it clear that the <br />City would need to take the lead. <br />The consensus of the Council was to leave the State Highway #47 Corridor Study on the work <br />plan. <br />3.
