~0UNCIL/7-24-78 ·

(3)

b. Animal Control, continued.

Mr. Wax said he has had veternarians from the University, two of the largest
animal research centers out many times. He said if dogs bring the cough into
his facility it can spread rapidly. The solution to it is just continual
cleaning with heavy detergents. He said one perticular veternarian he had
called to visit his facility and give him suggestions only said he would like
to see the Blaine Midway facility as clean as his clinic. Mr. Wax said this
is costly. He said he could give the dogs shots before they come in but these
are also costly and the cost would have to be passed on. He said the local
veternarian was unfamiliar with his soaps. Mr~ Wax said two of the largest
facilities in the Metro area use this and that is why he is usirg it and he
can buy it in 55 gallon drums.

Dr. Brunnel spoke on behalf of his clients and stated that there is a disease
in the kennel. He talked to several veternarians in the vicinity of Mr. Wax's
facility and they have had similar complaints from their clients.

The kennel cough makes dogs uncomfortable but doesn't kill them. He said his
personal feeling is that the facility should be kept free from this. It isn't
fair to the people to have to pay for picking up their dogs, pay for shots and
also pay for treatment for the sick animals. He made suggestions to Mr. Wax
and nothing was done. The problem has been there since November and it is
no better, it is getting worse. A lady from the Attorney General's office
~me to see him because they also are getting calls on this.

Dr. Hedges from New Brighton veternary clinic spoke before the Council. He
said he is here tonight to substantiate that there is a problem at Blaine
Midway. He encounters dogs that are adopted out by Blaine Midway and no
vacinnations are given. He said they make sure the animals they adopt
out have shots and advise the people of hea~tworms, etc. He said they
see very little problems from MAPSI and none in his facility.

Both of the doctors felt something should be done to get this problem worked
.out.

The Council gave Mr. Wax 60 days in which to correct the problems at his
facility.

Motion by Gamec, seconded by Muller to pay Blaine Midway bill.

5 Ayes

Mayor Cox said one item that should have been placed on old business
is the traffic control Petition at 154th Lane and Marmoset Street. This
item was taken up at this time.

~btion by Reimann, seconded by Gamec to follow the recommendation of the
Police Chief and Street Superintendent and install "Slow - Children at Play"
signs at this intersection.

5 Ayes

Mrs. Sieber said she felt the traffic study was conducted too early in the
evening, it is not at all conclusive and a waste of money.

Chief Auspos s~ ted that if People play games with the police they will pay games
with the signs. Stop signs do not regulate speed.
