All roads will be torn out then anyway. <br /> <br />Councilman Muller asked if rural sections hold up. How have-the roads in <br />Autumn Heights held up? <br /> <br />Engineer Raatik~a said he has not encountered too many problems~ a few. <br /> <br />Maurine DeRubeis asked what kind of street is Juniper Ridge? ~ <br /> <br />Engineer Raatikka answered, a suburban section, 32 feet wide paved and <br />water runs along curbs and is directed to a certain point, the ditches <br />provide percolation for rural sections. <br /> <br />Mr. Grein, 16330 Wolfram, asked if there will be an increase in taxes due <br />to an increase in property .value? <br /> <br />N~yor Cox stated no, they take the average market-value of the homes in the <br />area. The City of Ramsey is one of the highest now because of new construction. <br /> <br />Bob Griglak, 16360 Wolfram, asked how traffic will affect the roads.' <br /> <br />Engineer Raatikka said they are designed based on so many trips by a big <br />truck, a 9 ton vehicle, and the number of trips is going to be minimal. <br /> <br />Councilman Gamec asked if they could be posted in the Spring. <br /> <br />Answer: Yes <br /> <br />Councilman Reimann asked how much tonnage will they hold. <br /> <br />Engine.er Raatikka said about 5 ton and the number of trips is what deteriorates <br />the road. <br /> <br />Terry Maveus, 6020 160th Lane, asked how the voice of the majority is considered <br />in a case like this, can we counter petition? <br /> <br />Attorney Goodrich answered that they have the right to counte~ now, at this <br />public hearing. <br /> <br />A person from the audience asked if they can vote in a bylaw that 51 percent' <br />of the people voting have a majority. <br /> <br />~ayor Cox said that they have to go by State Statute and that is that 35 <br />percent of the people have a right to petition and bring a request before <br />the City Council. <br /> <br />Richard Soule, 16301 Azu~ite, said if 35 percant of the people petition, <br />the Council could go ahead for paving, and it is a fact that public notice' <br />has to be given for public hearings held and anyone in objection should say <br />SO now o <br /> <br />Duane Davis. 6390 16~th Lane sai.d y9u a.r.e proposing putting in a sub-standard <br />road and later put in a sewer, rzppzng z~ out, no curb, no gutter and the money <br />is spent and then tear it up and do it again. <br /> <br /> <br />
