Councih'nember Cook stated it would be in the public's interest because the City would own that <br /> easement. There is ghost mapping for several houses on Mr. Bauer's property if he ever decides <br /> to develop it. and with the purchase of the property the City would have a road easement for <br /> future roads ooin,~ to the east. <br /> <br /> Counciimember Stromrnen indicated the question the CoUncil has to wrestle with is if'~is would <br /> be in the public interest or not. ~ <br /> <br /> Mrs. Kaas stated their house sits at an angle on the cut-de~sa~ and faces the cul-de-saclas ~: <br /> opposed to other houses that face the road. This road would'go almost through their garage, and i~, '.7:' <br /> it would severdy damag, e their prope~7 value. It would'be so close they would have to tear <br /> down their garage. This is veu' personal for them, it would destro,,,' their property value and their' <br /> privacy, and the,, are hoping this purchase does not go through. She understands the Council has <br /> to view the bigger pict-are, but she would ask that they consider the implications to them. <br /> <br /> Richard Taylor, '7167 - ~_,_~ Lane NW, stated he has been a Ramsev resident for ~2 years. Mr. <br /> Bauer is buiidin~ right behind him and he walked to the end of his property to view this. He <br /> stated he cannot see a road going in this location. : :': <br /> <br /> Steve Dusbabek, 719t 160"' Lane N'W~ stated his position is a little .different. They have a <br /> situation that has already ta2cen place and-the~e is damage to the property. They can either be <br /> paid restitution for the damage of the u'ees or the City can purchase the easement ]:'or a pemaanent <br /> road for Mr. Bauer's access. His position is if this does not take place, Mr. Bauer will be forced <br /> to put a road in right behind his property. He is already a~%Cted on one side and does not want to <br /> be affected on two sides. He asks that the Council make the decision to follow through with this <br /> and commit to the resolution. This has been going on for six months and it needs to come to <br /> term. if they can ~et this resolved with the easement purchase he would only be impacted on one <br /> side, but he does not know if the time frame is long enough for them to do that. They have <br /> wasted, six months and i:t should not take this 'long to bring this to resolution. It took eight weeks <br /> or be~e~ to get an appraisal and now they are on a constricted time flame. He is asking that the <br /> Council make a decision one way or another. <br /> <br />Councilmember Kurak extended her a~potogies to the property owners and exptaine'd this was an <br />e]Tor made honestly. She indicated she had a discussion today with Mrs. K. aas and her husband, <br />'and she discussed an idea with Councihnember Zimmerman. She aisc discussed this with <br />AssiStant Community Development Director Trudgeon and he did not see anything wrong with <br />this. She ~ated if they w. ere to wind back the clock they would never have gone on that pro. perry, <br />but a mistake has been made. She would hate to see more trees.come down behind the Dusbabek <br />house, which would happen if Mr. Bauer had to bnng the driveway from the north. That <br />easement does not belong to the City to put in a full 60 t'oot easement and make a road out of it. <br />Even if there were a tempora~,'y driveway that full 60 feet does not sit well. She proposes that <br />between the landlord and Mr. Bauer they find a resolution, and Mr. Bauer purchase a driveway to <br />'.facilitate the entrance into his new home. This would be more than what he would have had. It <br />would eliminate the problem of the trees coming down north of the Dusbabek house and does not <br />stop Mr. Bauer fi'om having access in the ~ture. She would imagine the City of Rams%, should <br />take responsibility :tot' some of' this and the owners should be happy with the amount they are <br />paid.
