P& Z-2- <br />1/2/79 <br /> <br /> Item 1. Metro Co,ncil [{eFardio~~ CJtv Comprehensive Plan. <br /> <br /> Mr. Start and ~'r. Co.sby from Yetro Council were present. M.r. Start <br /> exo].s~ined that they hoped to be able to infor,~ the City on what is <br /> lackin~ in the Co~or~,hensive Plan, and a course of action. Mr. Start <br /> stated that he and Mr. .~Oosby had revie~.¥e5 the Plan to determine some <br /> "i~-~for~al" directions to comply with the Land. Planning Act, <br /> <br /> Mr. Start o~tlined the various areas of the land use plan stating <br /> that the C~ty had a very good begfnning. Mr. Start also stated that <br /> they were uncertain of the status of the original plan (Tooker Plan <br /> of 7/73). It ~'.,as exo!.gined to Mr. Starr that the Tooker Plan has <br /> been sooerseded by t~e Marc~ of 76 Comorehensive Plan. <br /> <br /> Mr. Start stated that while the various documents (Comorehe.nsive <br /> Sewer Plan, Comorehensive Park & Recreation Plan, act.) went a long <br /> way in meeting the requirements~ certain greas still needed attention. <br /> <br /> The first area discussed was the revision by the Metro Council as to <br /> population projections, and staging of population, growth in the Urban <br /> District. Mr. Start stated that the Plan needed better elaboration as <br /> to how we are ?oin~ to apply these projections. <br /> <br /> Mr. Start explained that in re~grds to the Gateway h~orth Industrial <br /> Airoort, the Plan needs more specific information regarding adjacant <br /> land ~ses, approach patterns, height hazards, an5 air sp~ce. <br /> <br /> ~.',~hen Brad Bodle comr,~.ented that he thought this had all been covered <br /> by the Airport Co~mission, Mayor cox exo!ained that there was a report <br /> before the State Aeronautical Commission with the possibility of re- <br /> locating the airport. Mayor Co>: then asked in re~ards to the areas <br /> of the Plan which accordin? to the ¥...~tro Council are incomplete, when <br /> does the City address these problems; ~.:~e can't bring everythin? to a <br /> standstill. <br /> <br /> Mr. Start stated that they had not been aware of situation ~:~ith the <br /> A~roort; but that also needed was ~ basic plan showing staging of the <br /> se~,~ered population. <br /> <br /> Councilman C:a~ec stated that they did not want to base development <br /> on projections, and if so, we would have had a mess; ','.~e need some- <br /> thing more definite on the interceptor. <br /> <br /> Kathy Schneider as~ed Mr. Starr ho1.¥ vague they would allow us to be in <br /> the wor~t!'n~ on the o!an since we did not have anything definite to <br /> base it on.~. <br /> <br /> Mr. Start stated that they think the City is anticipating more cap~city <br /> then they are ~,.~illing to orovide~ and that the Metro planned for one <br /> souare ~i!e urbanized area between now and 1990. Mayor Coz and Council- <br /> man Gamec both e×olained that they hsd originally received Euidance <br /> indicating that a three to four square, mile area ~.'.~ould be sppropriate~ <br /> but that they decided to cut back the size themselves~ and ~n regards <br /> to orojections~ they change ;"ith each Metro delay. <br /> Mr. Start r~plied that he did not realize that such a large area had <br />been approved at one time, an~ that he realized, that defining a par~ <br />ticular area would drive up ].and values. <br /> <br /> <br />
