Council 4/10/78 Page 4 MOTION by Mickelson, second by Gamec to approve Whisperin§ Pines Plat #4 Final Plat subject to corrections noted in the Engineers Report dated April 10, 1978, subject to the City Attorney's approval of the abstract, and subject to a Park Dedication Fee of $1,500. 3) Critical Rivers and LPA Contract The Council has concern about what is being done for the amount of $12,000. Mr. Nereson gave the Council a handout giving a general idea of what is to be done. Mr, Carl Anderson of Hakanson Anderson was present and asked that the City to take the landowners who are in the Critical Rivers corridor into consideration when making their decision. Councilman Reimann felt the City should hear from the Metro Council in regards to Ramsey's Comprehensive Plan before entering into any- thing with them. MOTION by Gamec, second by Mickelson to enter into an agreement with Wehrman and Chapman to complete Critical Rivers and Land Planning Act Planning, cost to the City not to exceed $4,996. Vernon Herting Mr. Nereson reminded the Council that he asked them at the last meeting to think about how they feel home occupations should be handled and pro- pose some alternative ideas. Councilman Gamec felt that there should be no retail business, no ex- cess traffic, and no outside storage and that some kind of nuisance ordinance should be established. Mayor Cox feels there should be no business whatsoever in a residential area and feels that the ordinance is not restrictive enough. He asked Mr. Nereson if he felt the ordinance Ramsey has is sufficient to handle the job. Mr. Nereson indicated that it waS his opinion that requiring home occupations to go through the conditional use permit process gives the City adequate control to insure proper development, He added that the Planning & Zoning Commission had also recommended this approach. There was general discussion of a sentence in the ordinance which indi- cated home occupations are to be carried wholly within the principal structure. The concensus of the Council, except for Councilman Mickelson, was to leave the sentence in the ordinance.
