PLANNING & ZONING <br /> <br /> CITY OF RAMSEY <br />COUNTY OF ANOKA <br />STATE OF MINNESOTA <br /> <br />A special meeting of the Ramsey City Planning and Zoning commission was <br />held on July 31, 1978 at the Ramsey Municipal Center, 15153 Nowthen Blvd. <br />Ramsey, Minnesota. The meeting was called to discuss and review the <br />Critical Rivers Planning. Members in attendance were= <br /> <br />Ron West <br />A1 Sorteberg <br />Brad Bodle <br />Ken Peterson <br />Art Dunn <br /> <br />Members absent were: <br /> <br />Kathy Schneider <br />Jerry Zimmerman <br /> <br />Chairman Ken Peterson called the meeting to order at 7:40 P.M. and ex- <br />plained the purpose of the meeting. <br /> <br />Mr. Dexter Marston of Wehrman, Chapman and Associates presented the initial <br />phase of the Critical Areas Plan. <br /> <br />Chairman Ken Peterson questioned the fact that the critical rivers boundary <br />line crossed Highway. 10 at one po~n~L~ Mr. Marston explained that these <br />lines are normally lines that are easily described such or section lines, <br />quarter lines, etc. A1 Sorteberg expressed that he had attended meetings <br />a couple of years ago and the boundaries did not make sense to him. Mayor <br />Cox also expressed his problem with the boundary as established. Mr. <br />Marston said he would contact Mr. Cliff Aichinger of the EQB in regards <br />to this matter. <br /> <br />The use bf natural water courses for drainage was discussed ~uite exten- <br />sively, as well as the use of detention ponds. <br /> <br />The discussion then went to the sizing of lots which was discussed at <br />length.~The Commission members were not satisfied with thefive acre <br />lots nor was Mayor Cox and all felt that 2% acre lots' were adequate. <br />All felt that this lot size would be in keeping with the present 2% acre <br />lot sizes in the transitional area. <br /> <br />The next item of discussion was the section on land use. Discussion <br />included standards for-the-area as well as procedures for eStabliShment <br />of the plan. Mr. Marston suggested that easements be aquired for access <br />to the river for pedestrian traffic. Mr. West explained he would not like <br />to see these extend along the river. Mr. Dunn explained that foot paths <br />and trails can result in bad erosion problems. <br /> <br />Discussion as to what other communities were doing with theirCritical <br />Rivers Planning concluded the meeting. <br /> <br /> <br />
