CASE #9:

APPLICATION FOR OFF-SALE LIQUOR LICENSE:

The following applications have been received for the one
off-sale liquor license:

a) Enclosure (D3-n) M & L Liquor application for off-sale
liquor license
b) Enclosure D3-o) lit. Jim Gilbertson's application for off-
sale liquor license

Comments: This license was originally granted to M & L
but the location they chose for that license didn't materialize.
Consequently, to relocate that license Council requested they
go back through the process as originally set up.

Plans will be available for ~our review at the meeting.

CASE #10:

FINANCE:

The following will require Council action:

a) Enclosure (D3-p) contains 1979 Budget Adjustment. This
report is very comprehensive and Council does have to adopt
the modification or make appropriate changes as you may desire.
This report also establishes the last six months of 1979.

b) Deficit of $16,586.47 shown in State Aid Construction.

Council should adopt resolution transferring $16,586.47 from
General Fund to State Aid Fund. This deficit was incurred
in 1976 and 1977 and the error is strictly due to the fact
they didn't transfer General Fund monies to cover these costs.

c) Temporary transfer of $~8,644.94to the Brookview Construction
Fund. Reason project is completed and we have not received
bond monies to cover it. We won't be receiving these bond
monies until the end of August, 1979.

d) Permanent transfer of $21,850.00 to Equipment Revolving
fund from the General Fund. The breakdown is as follows:

1)

The 1978 City Budget set up $5,200 for depreciation.
This procedure only creates a General Fund surplus
at the end of the year. Consequently, Council last year
stated they wanted this to go into the Equipment Revol-
ing Fund.

2)

The 1979 City Budget established an Equipment Revolving
Fund in the amount of $16,650. These monies were arrived
at by establishing a depreciation allowance on equipment
as listed in the budget. Now, remember the loader we
did not establish a depreciation factor because it is
over the hill.
