WHEREAS, the Ramsey City Council held a public hearing on <br />June 25, 1979, in regard to the proposed rezoning and received no negative <br />response to the rezoning concept as presented, and <br /> <br /> WHEREAS, the property is located in the Mississippi Critical <br />Rivers Area, City of Ramsey, Minnesota. The Environmental Quality Board <br />has reviewed the proposal and their findings are shown as follows: En- <br />closure No. l, letter from Arthur Sidner, Environmental Quality Board <br />dated July 30, 1979. Enclosure No. 2, letter from the Environmental <br />Quality Board review of Critical Areas dated July 19, 1979. Enclosure <br />No. 3, C. Aichinger, Environmental Quality Board letter dated August 2, <br />1979, and <br /> <br /> WHEREAS, the proposed zoning change from Industrial to <br />Business along Highway l0 is deemed to be a melioration of the use of the <br />land and will not adversely affect the values or character of other prop- <br />erties in the general area, and further, because of the. adjoining exist- <br />ing residential zoning of Alpaca Estates to the south, it is deemed reason- <br />able that the B-1 Zoning District woudd be as much or more compatible to <br />said residential area, and <br /> <br /> WHEREAS, the proposed zoning change from Industrial to Resi- <br />dential will increase the values of other properties in the area the change <br />from Industrial to Residential will increase the asthetic value and enhance <br />the orderly development of the property owned by Alpaca Estates, and there- <br />fore, <br /> <br /> RESOLVED, that based upon the above Findings of Fact con- <br />cerning the proposed rezoning by Alpaca Estates, the City Council, City of <br />Ramsey, hereby adopts to incorporate the zoning change of the property re- <br />ferred to as Alpaca Estates in this Finding of Fact. <br /> <br />Adopted this 27th day of August, 1979. <br /> <br />Mayor <br /> <br />ATTEST: <br /> <br />City Administrator Clerk <br /> <br /> <br />
