Mayor Gmnec asked if the City should be making any changes in procedures. <br /> <br />Mr. Lilja replied that as the City grows it will continue to develop more <br />procedures that will tighten up financial controls. Having duties spread <br />aro~md so that there is a better internal control, separation of duties, and <br />check system. <br /> <br />Mayor Gmnec asked about the present line item budget that the City is using <br />and if ~t should be changed. <br /> <br />Mr, Lilja stated that the budget format being used by the City is consistent <br />with the other City's around the State. <br /> <br />APPOINqMENT OF AUDITOR FOR 1979 AUDIT <br /> <br />Motion by Councilman Cox and seconded by Councilman Reimann to appoint the <br />firm of Deloitte, Haskins and Sells to perform the Audit for 1979 for an <br />a~D~nt of $3,600.00. <br /> <br />Motlion carried. Voting yes.'. Mayor Gamec, Councilmen Cox, Mickelson, <br />ReJm:mn and Sorteberg. Voting no: None. <br /> <br />CONI)IT]ONAL USE PERMIT; CASE OF 'WILLIAM AYDT <br /> <br />Council reviewed the proposed agreement to verify that it contained the <br />correct stipulations etc. <br /> <br />Motion by Councilman Cox and seconded by Councilman Mickelson to enter <br />into the Conditional Use Permit Agreement as shown in the November 13, <br />1979 minutes with Mr. William Aydt, Bill's Auto Body, Nowthen Boulevard N.W. <br />Ramsey, Minnesota. <br /> <br />Motion carried. Voting yes: Mayor Gamec, Councilmen Cox, Mickelson, <br />Re~imann and Sorteberg. Voting no: None. <br /> <br />REVIEW OF CITY ENGINEER'S JOB DESCRIPTION- <br /> <br />Mayor Gsmec indicated that he has talked to Dick Sha and Engineer Raatikka to <br />obtaJn information as far as the type of position needed for the City and they <br />indicated that it should be a person that would be ..in the $34,000/year bracket <br />according to the Engineering Manual. However, he feels that with site'plan <br />reviews, etc. that there will be a lot of little cuts, Charging work <br />out at the same ra¢es, the cost to the developer will still probably be less <br />because the hourly time will be less than it is for-the consulting engineers <br />because th~/charge from the time they leave their office and back and the ; <br />City would be only charging from City hall and~back. <br /> <br />~e proposed job description is comprised from inserts taken from the Engineer's <br />Magazine, League of MNMagazine~and from the City of WorthingtonB job description <br />for engineers. <br /> <br />Regular Council Meeting <br /> 11/26/79 <br /> Page 4 <br /> <br /> <br />
