Commissioner Futts and City Administrator Schnelle said that
they also planned on attending this meeting.

NOTE AD HOC COMMITTEE MINUTES

Chairman Greenberg referred to the Ad Hoc Public Improvements Committee
meeting minutes that were contained in the agenda and noted that they seem
to be moving along quite well.

Commissioner Fults spoke in behalf of the Ad Hoc Committee and told the
Commission that the Staff has provided the committee with quite a lengthy
file of the policies of surrounding Cities regarding public improvements.
The committee is in the process of studying this material and they will be
meeting again on September 20th. He commented that he has heard from a few
citizens who are not too happy with the prospect of these proposed public
improvements and is sure there will be many more complaints coming in the
future.

Case #1: Subcommittee Reports (cont'd):

b)

Legislative - Subcommittee member Muller was not present to
report on his committee's activities, so he had asked City
Administrator Schnelle to address this. The City Administrator
stated that they had met with Mr. John Bergford of the Greater
Minneapolis Chamber of Commerce regarding proposed legislation
to the 1983 legislative session in reference to business taxes,
City Administrator Schnelle referred to the agenda attachment
from the Greater Minneapolis Chamber of Commerce and stated
that this was discussed with the Minneapolis Star and Tribune.
The Legislative Subcommitte is still trying to get a meeting
set up with the Minnesota Association of Commerce and Industry
(MACI).

Commissioner Schmidt left the meeting at 7:55 a.m.

City Administrator Schnelle discussed with the Commission the
need of changes to the workers' compensation law.

c)

Economic - Subcommittee member Schneider handed out a draft
proposal of the meeting planned for October 13, 1982 after the
regular EDC meeting. The purpose of this meeting is to inform
the business community of the existence of the Economic Develop-
ment Commission. This agenda will be mailed out to all local
businesses a week before the meeting.

Chairman Greenberg requested that a map showing the industrial areas available
in the City be sent to Burlington Northern. City Administrator Schnelle said
that he would take care of getting a map to them.

Case #2: Local Development Corporation:

The Commission noted this item but took no action.

Case #3: City Administrator's Report:

a)

Landfill - City Administrator Schnelle informed the Commission
of the concerns the City has regarding the economic loss and
public health aspects of the landfill and the present status of
it.
