Community Development Director Gladhill did not support this approach. He did not support covenants <br />driving City policy and recommended the Planning Commission not proceed in this manner. He <br />discussed the City's Ordinance in further detail noting staff understood that lots may be lost but in the <br />end wetlands would be protected. <br />Mr. Bona stated the two lots in question were very valuable, critical even, which led him to continue <br />fighting for these lots. He recommended the City's Ordinance be tweaked and that he be allowed to <br />have the lots requested. <br />Motion by Commissioner Bauer, seconded by Commissioner Andrusko, to close the public hearing. <br />Motion Carried. Voting Yes: Chairperson Levine, Commissioners Bauer, Andrusko, Brauer, Nosan, and <br />VanScoy. Voting No: None. Absent: None. <br />Chairperson Levine closed the public hearing closed at 8:12 p.m. <br />Commission Business <br />Commissioner Bauer requested further comment from staff on what was approvals were being asked of <br />the Commission. <br />City Planner Anderson reviewed each of the requests in detail with the Commission noting the applicant <br />was seeking approval of variances for front yard and side corner setbacks, cul-de-sac length and lot <br />depth standards, in addition to a Comprehensive Plan Amendment and Preliminary Plat approval. <br />Community Development Director Gladhill requested the Commission address the Comprehensive Plan <br />Amendment first. <br />Motion by Commissioner Bauer, seconded by Commissioner Andrusko, to recommend that City Council <br />adopt Resolution #16-10-185 - Approving Comprehensive Plan Amendment for Brookfield 8th Addition. <br />Motion Carried. Voting Yes: Chairperson Levine, Commissioners Bauer, Andrusko, Brauer, Nosan, and <br />VanScoy. Voting No: None. Absent: None. <br />Community Development Director Gladhill requested the Commission address the rezoning next. <br />Motion by Commissioner Bauer, seconded by Commissioner Nosan, to recommend that City Council <br />adopt Ordinance #16-10 approving a Zoning Amendment for the Subject Property from R-1 <br />Residential (Rural Developing) to R-1 Residential (MUSA). <br />Community Development Director Gladhill requested the Commission now approve the Variance to the <br />cul-de-sac length. <br />Motion by Commissioner Bauer, seconded by Commissioner Nosan, to adopt Resolution #16-10-183 - <br />Approving Findings of Fact #0969 for Variance to Cul-De-Sac Length and Resolution #16-10-184 - <br />Approving Issuance of Variance to Cul-De-Sac Length. <br />Further discussion <br />DRAFT Planning Commission Minutes Excerpt October 6, 2016 <br />
