The proposed development is located iii!,:the <br />E-1 Employment district; mini-storage facilities are a permitted use:~,this di:S~:ct, The site <br />is proposing to dev~elop six mini-storage facilities totaling 39,770 s(6a~e feet. 'Lot coverage has~".':... <br />been calculated at _~2%, which is under the 45% maxinaum lot. C6~uerage ~estriction established in <br />City Code. The proposed mini-storage facilities meet .,.~nt, side, and rear yard setbacks <br />established in the E-I Employment District. The site pl:~r~:ii~ proposin~ to derive access from~:~? <br />Unity Street. <br />Associate Planner Wald advised that the building eleVation' iS~an indi'c~i}~s~tI:/'~i the 3,687 square <br />foot facility along Unity Street and the 6,250 square foot fa$ili~!i~.~ng County Road #116 will <br />be constructed with rock face conc~'ete masonry block. The rema[mng 4 mini-storage facilities <br />will be constructed with metal aneling that will match the color of~h& roposed~;~0ncrete block <br />The metal paneling is a deviation from:City.,Code and will require Cit~y;! Goun~ approval. Staff <br />supports the proposed deviation due' to.'ihe:h~t.that the proposed mini-st04~ project is part of a <br />Tax Increment Financing (TIF) project· that will~ ultimately result in removing existing blight on <br />the subject property. The proposed project will require Si~i~cant dollars by both the City and <br />the developer in order fbr the project'~:'t0, be a su~e~s~i.'' It,'~e~s reasonable to allow the <br />developer some relief on building materi~i: constrU:efion costs· considering the end result of the <br />project provides high quality developmen~iland; ~ax base compared to the existing blight on the <br />property. She advised the mini-storage project: Will provide high quality development and screen <br />businesses that are intensive outside storage operators. City Staff recommends site plan approval <br />contingent upon compliance with City Staff Review Letter dated July 30, 2004 and <br />recommending that the City Council approve the"e~{erior building material deviation. <br /> <br />· Dennis Sharp, applicant, indicated he is sure they can work out the staff requirements, and he <br />will try to meet with. staff prior t0'tfiis"going before the Council. He explained they are <br />concerned about the shrub requirelnent. At their building across the street there were not nearly <br />as many shrubs required, and they are in the process of thinning them out. Also, the engineer has <br />suggested changes fbr the storm water drainage and they will discuss that with the City Engineer. <br /> <br />Chairperson Nixt asked if staff feels the drainage issues will not require a major deviation from <br />the site plan. <br /> <br />Associate Planner Wald responded in the affirmative and indicated staff will review the shrub <br />requirement also. <br /> <br />Motion by Chairperson Nixt, seconded by Councilmember Jeffrey, to recommend that the City <br />Council approve the proposed site plan contingent upon compliance with City Staff Review <br />Letter dated July 30, 2004. <br /> <br />Planning Commission/August 5, 2004 <br /> Page 20 of 40 <br /> <br /> <br />
