I <br />I <br />i <br />I <br />I <br />I <br />! <br />I <br />I <br />I <br />I <br />! <br />I <br /> <br /> SECTION IV <br /> <br />COMMUNITY GOALS AND OBJECTIVES <br /> <br /> The community goals and objectives outlined in Section II <br />of this study are a brief statement of position or attitude as <br />expressed by the City Council and the City Planning Commission <br />during the course of this study. The expression of community <br />goals and objectives is an extremely complex matter which in <br />a transitional community involves an interest for the future <br />of the community and future residents who currently have no <br />voice in the process. The purpose of this section is to out- <br />line in greater detail the factors considered and analyzed in <br />determining mechanisms for planning in the study area which <br />are deemed to be consistent with the expressed community goals. <br /> <br /> Achieving a balanced community which provides essential <br />services at least cost while maintaining as much of the status <br />quo "quality of life" as possible for the existing residents <br />is a general statement of a nearly utopian goal summary. <br /> <br /> The land use planning process and controls and regulations <br />resulting from it should encourage development of a type and <br />staging of that development which will maximize the realization <br />of the community goals while recognizing individual rights and <br />concerns which must be balanced against the general public good. <br /> <br /> Specific areas in which land use controls can effectively <br />serve to fulfill the general community goal are as follows: <br /> <br />- 10 - <br /> <br /> <br />
