The expression of community
goals and objectives is an extremely complex matter which in
a transitional community involves an interest for the future
of the community and future residents who currently have no
voice in the process. The purpose of this section is to out-
line in greater detail the factors considered and analyzed in
determining mechanisms for planning in the study area which
are deemed to be consistent with the expressed community goals.

Achieving a balanced community which provides essential
services at least cost while maintaining as much of the status
quo "quality of life" as possible for the existing residents
is a general statement of a nearly utopian goal summary.

The land use planning process and controls and regulations
resulting from it should encourage development of a type and
staging of that development which will maximize the realization
of the community goals while recognizing individual rights and
concerns which must be balanced against the general public good.

Specific areas in which land use controls can effectively
serve to fulfill the general community goal are as follows:

- 10 -
