Over the planning period involved, there must <br />be a recognition of the need to provide employment for a young <br />age structure and to provide an opportunity for those in need <br />of part-time employment as a supplement to homemaking functions. <br /> <br /> 2) Creating a mix of housing types which will allow choices <br />among alternative forms and costs will contribute to maintaining <br />a stable community. This mix should provide for the retention <br />of young people as they establish households and should provide <br />choices for middle-aged persons as their families mature and <br />become smaller. <br /> <br /> 3) Encouraging a stable growth rate in assessed value <br />which will match growth in costs for governmental services <br />will result in stability of tax liabilities which are <br />particularly essential for large, middle income families. <br /> <br /> 4) Establishment of business activity within the <br /> <br /> community which will remain stable during short-term business <br /> downturns through diversification and which can be relied upon <br /> as integral parts of the community structure. <br /> <br /> 5) Maintaining, within the controlled growth area, a <br /> sufficient inventory in all land use categories, which will pre- <br /> clude artificial inflation of land costs. <br /> <br /> 6) The land use planning process should provide convenient <br /> outlets for retail sales and personal services which can serve <br /> <br />- 11 - <br /> <br /> <br />
