SECTION V <br /> <br /> ANALYSIS OF THE STUDY AREA <br /> <br /> The area designated by the Ramsey City Council for this <br /> <br />study is generally bounded as follows: <br /> <br /> Commencing at the intersection of the Rum River and <br /> <br />the north line of Section 24, proceeding west to the east <br />boundary of Section 22, thence southerly to the south corner <br />of Section 22, thence west to the midpoint of the south boundary <br />of Section 22, thence southerly on the section centerline of <br />Section 27 extended to the Burlington Northern right-of-way, <br />thence southeasterly to the boundary of the City of Anoka and <br />following that boundary and the centerline of the Rum River <br />back to the point of commencement. This study area is bounded <br />on the north by property currently held for use as a Boy Scout <br />camp; parts of its western boundary by the active City of Anoka <br />Landfill and the private airport; by the railroad tracks on the <br />south and the boundaries of other communities on the remainder <br />of the south and east. A moratorium on development in the area <br /> <br />was established for a 120-day period commencing in October of <br />1975 to allow time for this study That moratorium was subsequentlyl <br />extended to August 1, 1977. The detailed boundary description is con- <br />tained in the moratorium ordinance (see Appendix 3). <br /> <br /> Study Area Physical Features: The study area terrain is <br /> <br />gently rolling with no well-defined drainage courses except for <br /> <br /> - 13 - <br /> <br /> <br />
