"Urban <br />development should be guided into an urban service area -- <br />where urban services such as sewers, roads, transit and parks <br />are or will be provided." <br /> <br /> The guide also states that the urban service areas in <br />each sector should permit reasonable economy in the provision <br />of metropolitan services. The use of existing investments in <br />sewers, highways, parks, transit and other metropolitan and <br />local services should be maximized while minimizing the cost <br />of providing additional services. <br /> <br /> The Metropolitan Development Guide and the community <br />goals and objectives previously stated establish the basic <br />criteria used for the selection of the 1990 Urban Planning <br />District boundaries. <br /> <br /> Housing Needs: The City has an abundance of large lot <br />single family housing in existence. An ample supply of .platted <br />large lots exists (995 one acre or larger lots as of October, <br />1975) so that large, medium to high cost homes will continue <br />in good supply without further land consumption. <br /> <br />- 21 - <br /> <br /> <br />
