These types of housing <br />are essential to retain the small family and the elderly in <br />the community, which is essential to achieve a balanced and <br />stable community. <br /> <br /> These types of housing units can best be provided by <br />apartments, townhouses and small lot single family dwellings. <br />These types of housing have a common and obvious need for <br />urban services and therefore should be located in the <br />urban planning district. <br /> <br /> The projected population growth through 1990 is 10,500 <br />persons. Approximately 3,500 can be accommodated on the <br />existing large lots, leaving 7,000 persons to be provided for <br />through new development. If these persons were housed <br />entirely within the housing types suggested for the urban <br />planning district, the community would be well on its way to <br />achieving balance in housing with some 10,000 persons on large <br />lot single family units and 7,000 in smaller and lower cost <br />housing units. <br /> <br /> To accommodate 7,000 persons in urban housing will require <br />approximately 700 acres. Acreage for five- to ten-years' needs <br />should be available at all times to maintain stable land prices. <br />Therefore the urban planning district should include about 1,000 <br />acres for residential development.
