I <br />I <br />I <br />I <br />I <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br /> 2) The area must be located for ready access to major <br />thoroughfares capable of handling high traffic volumes and <br />oriented to provide for efficient handling of traffic ingress <br />and egress movements. <br /> <br /> 3) The area must be readily accessible to other communities <br />so as to provide a market area of sufficient size to yield a <br />reasonable degree of success for a business venture. <br /> <br /> 4) The area must be served with the essential public <br />utilities and services as soon as any other area is served <br />within the City. <br /> <br /> The area designated meets the above criteria completely <br /> <br />and has other features favorable to its selection for retail <br />business. The area indicated is in excess of 160 acres. The <br />area encompasses both the intersections of MTH #47 with Industry <br />Boulevard and CSAH ~5 (the highest volume thoroughfare other <br />than MTH#10). All parcels are oriented to allow access remote <br />from the main intersections. The area is readily accessible <br />to Anoka via MTH #47 and will be accessible to Andover via <br />Industry Boulevard when the Rum River bridge is completed. <br />This bridge will also provide ready access to Anoka. The <br />area will be served directly by the CAB sewer interceptor, <br />whereas all other parts of the study area will require sewer <br />trunk extensions. <br /> <br /> The area is naturally buffered on both the east and west <br /> by natural water features.
