I <br />I <br />I <br />I <br />I <br />I <br /> <br /> I <br /> I <br /> i <br /> I <br /> I <br />I <br /> I <br /> <br /> Because of the delayed schedule and uncertainty with the <br />actual construction date for the CAB interceptor to serve the <br /> <br />City of Ramsey and for the Rum River bridge crossing, the proposed <br />ordinance should require that developers proposing permitted uses <br />in the urban area, be required to guarantee facilities for sewage <br />disposal and highway needs at their own expense until such time <br />as the CAB interceptor and internal septic systems are available <br />and until such time as the proposed Rum River crossing is actually <br />constructed. <br /> <br /> Land use zones should be limited to the minimum number <br />consistent with the broad land use objectives of the community. <br />Similarly, land use classifications permitted within each zone <br />should be as broad as is consistent with the number of zones <br />established. The zones should overlap in regard to permitted <br />uses so that a given use may occupy an entire parcel even though <br />it may be divided by a zoning boundary. This would also have the <br />effect of allowing the landowner to adjust to market conditions <br />without rezoning action by the City. <br /> <br /> It is proposed that zones be established in the Urban Planning <br />District as follows: <br /> <br /> Urban Business (UB) - encompassing all areas <br /> indicated on the sketch plan and discussed as <br /> being suitable for retail shopping. <br /> <br /> Urban Multiple and Business (U~B) - encompassing all <br /> areas indicated on the sketch plan and discussed as <br /> suitable for multiple-family dwellings and business uses <br /> exclusive of general retail shopping.
