I <br />I <br />I <br />i <br />I <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />! <br /> <br /> The committee report materials relating to timing, phasing, <br />and alignment of the facility indicate that the City of Ramsey <br />has several potential pollution problems that are adjacent to <br />the City of Anoka. It indicates that final plans for the timing <br />and staging of the sewer service are presently being prepared <br />by revising the existing comprehensive guide plan and determina- <br />tion of an urban service area. It further notes that the City <br />of Ramsey has recommended that the CAB segment serving the City <br />be laid at a greater depth than what is specified in the <br />original facility study° <br /> <br /> On the section of the report indicating engineering <br />issues that are significant, the most important one for the <br />City of Ramsey relates to the possibility of changing the <br />Champlin pumping station level to provide for a lowering of <br />the sewer line through the City of Anoka and into Ramsey. <br />It is indicated that the interceptor in Anoka would run north <br />to the railroad tracks and then branch to the west for service <br />to part of Ramsey and to the east extending to near the Rum <br />River and there terminating this initial project. Ramsey <br />would also be provided service capacity for their trunk sewer <br />in the Rum River watershed area from this east branch. The <br />Anoka east branch is also to have capacity for a future <br />connection to the Anoka northeast interceptor on the east <br />side of the Rum River. <br /> <br /> Other sections of the committee report deal with pro- <br />posals for a local implementation program. They indicate <br />the following commitments on the part of the City of Ramsey <br />for implementation: <br /> <br />1. To establish an urban-rural service area; <br /> <br />2. To amend the comprehensive plan; <br /> <br />3. Revision of the comprehensive sewer plan; <br /> <br />4. Revision of development controls; <br /> <br />Adoption of septic tank ordinances consistent <br />with MWCC policy plans. <br /> <br /> Also attached to this memo is Section 7 of the CAB Study <br />Committee Report in its entirety, entitled "CAB Study Committee <br />Recommendation". <br /> <br />- 5 - <br /> <br /> <br />
