The committee report materials relating to timing, phasing, and alignment of the facility indicate that the City of Ramsey has several potential pollution problems that are adjacent to the City of Anoka. It indicates that final plans for the timing and staging of the sewer service are presently being prepared by revising the existing comprehensive guide plan and determina- tion of an urban service area. It further notes that the City of Ramsey has recommended that the CAB segment serving the City be laid at a greater depth than what is specified in the original facility study° On the section of the report indicating engineering issues that are significant, the most important one for the City of Ramsey relates to the possibility of changing the Champlin pumping station level to provide for a lowering of the sewer line through the City of Anoka and into Ramsey. It is indicated that the interceptor in Anoka would run north to the railroad tracks and then branch to the west for service to part of Ramsey and to the east extending to near the Rum River and there terminating this initial project. Ramsey would also be provided service capacity for their trunk sewer in the Rum River watershed area from this east branch. The Anoka east branch is also to have capacity for a future connection to the Anoka northeast interceptor on the east side of the Rum River. Other sections of the committee report deal with pro- posals for a local implementation program. They indicate the following commitments on the part of the City of Ramsey for implementation: 1. To establish an urban-rural service area; 2. To amend the comprehensive plan; 3. Revision of the comprehensive sewer plan; 4. Revision of development controls; Adoption of septic tank ordinances consistent with MWCC policy plans. Also attached to this memo is Section 7 of the CAB Study Committee Report in its entirety, entitled "CAB Study Committee Recommendation". - 5 -
