5. Determination of the traffic impact of a major <br /> center located just north of the "panhandle". <br /> <br />6. The County's roadway needs fall within four basic categories: <br /> <br />a. The need to rebuild those roads which are deficient in <br /> structure. <br /> <br />b. The need to rebuild those roads which are deficient in <br /> cross-section. <br /> <br />c. The need to adopt access control regulations. <br /> <br />d. The need to complete the County system and to develop <br /> additional arterials. <br /> <br />Recommendations <br /> <br />The thoroughfare plan recommends a hierarchy of streets and <br />roads so that the physical design and the method of traffic <br />control of each street in the network can be related to the <br />predetermined function of the street. <br /> <br />2. A functional to jurisdictional transition stragegy is recom- <br /> mended as follows: <br /> <br />Function <br /> <br />Jurisdiction <br /> <br />Principal Arterial <br />Minor Arterial <br />Collector <br />Local <br /> <br />State <br />County <br />County and Municipalities <br />Municipalities and Townships <br /> <br />A grid configuration with proper arterial spacing should be <br />utilized for developing the County Arterial System. <br /> <br />4. A basic policy of access control should be established by the <br /> County. <br /> <br />The County should adopt, institute, and strictly enforce entrance <br />permit regulations for the County minor arterial and collector <br />systems. <br /> <br />6. Grade separated rail crossings should be developed wherever <br /> possible on the minor arterial system. <br /> <br />7. Standards of road design should be established by the County <br /> which include all elements of road fixtures. <br /> <br /> <br />
