VIII <br />THE THOROUGHFARE PLAN <br /> <br />The principal features of the County thoroughfare plan include the <br />addition of new route elements, alignment changes on existing routes, <br />and recommendations for improvements on existing routes including an <br />improved route numbering system. In reviewing these proposals it should <br />be noted that they do not represent final alignments but, rather, de- <br />scribe the general travel or anticipated travel demand corridor. A more <br />detailed study of topographic and physical barriers, and economic and <br />social implications, will be needed to determine the final locations. <br />The recommended Thoroughfare Plan is illustrated in Figure 19 following <br />the text. <br /> <br />While the County does not have the jurisdictional responsibility for the <br />majority of the Principal Arterial System routes identified in the pro- <br />posed plan, it can be influential in the route selection process. There- <br />fore, the plan identifies general parameters for route selection for <br />each of the principal arterials for which improvements are needed. <br /> <br />Recommended Improvemen~, <br /> <br />Principal Arterial System. There are three Principal Arterial routes <br />identified in the plan as requiring significant improvements. Actual <br />re-construction of these arterial elements will be tied to the jurisdic- <br />tional responsibility assigned to these routes and to the financial <br />capabilities of those agencies. For the purposes of this plan all of the <br />Principal Arterial System is assumed to be the responsibility of an <br />agency with broader area authority than the County. This assumption <br />has some validity in that a study investigating the re-alignment of the <br />Federal Systems is underway based on the recent Functional Classification <br />Study. It is fair to assume that this Federal impetus, together with the <br />present Transportation Planning Program work, could well lead to a re- <br />alignment of agency responsibility. <br /> <br />The recommendation of this plan is that no Principal Arterial should be <br />the responsibility of the County; however, continued efforts by the County <br />will be necessary if this is to occur.
