170.015J SI(;NS <br /> <br />Signs in all "U" Districts,shall be limited to those permitted by the <br />city council as shown on the approved site plan. <br /> <br />170.01.6 CONDITIONAL USES <br /> <br />170.016A PURPOSE <br /> <br />The purpose of this section is to provide the City of Ramsey with a <br />reasonable degree of discretion in determining the suitabiilty of cer- <br />tain designated uses upon the general welfare, public health and safety. <br />A conditional use is a use which because of certain characteristics <br />cannot be properly classified as a permitted use in the zoning district <br />within which it is proposed. Conditional use permits are designed to <br />meet the problem which arises where certain uses, although generally <br />compatible with the basic use classification of a particular zone, <br />should not be permitted to be located as a matter of right in every' <br />area included within the zone because of hazards inherent in the use <br />itself or special problems which its proposed location may present. <br /> <br />170. 016B APPLICATION <br /> <br />Applications for conditional uses shall be filed with the zoning <br />officer and shall be accompanied by: <br /> <br />An application fee in an amount equal'to that set <br />by resolution of the city council; <br />Ten (10) copies of a site plan and supporting data <br />which shows the size, location and topography of <br />the site, the use of adjacent land, the proposed <br />site, bulk, use and location of buildings, the <br />location and proposed function of all yards, open <br />spaces, parking areas, driveways, storage areas and <br />accessory structures, the location of all utilities, <br />the provisions for parking, moving or loading of <br />vehicles, and the timing of construction proposed. <br /> <br />170.016C REVIEW AND TERM <br /> <br />The zoning officer shall forward copies of the application to the city <br />council and to the planning commission for review and approval. <br /> <br /> 1. The planning commission shall conduct a public hearing <br />on the conditional use application and shall give at least ten (10) <br />days mailed notice to property owners within three hundred fifty (350) <br />feet of the outer boundaries of the property in question. Ten (10) <br />days published notice shall precede the hearing. Any person may <br />appear and testify at the hearing either in person or by duly author- <br />ized agent. The planning commission shall forward its findings on <br />the a~plication to the city council within thirty (30) days of the <br />public hearing unless the petitioner agrees in writing to a t~me <br />extension. <br /> <br /> 2. The city council shall review the application and <br />findings of the planning commission and shall act on said application <br /> <br /> <br />
