Dave Martini of Bolten and Menk, Inc. presented the Comprehensive Sanitary Sewer Plans to the <br />Council, which included: · Background <br /> · Existing Sanitary Sewer Service Area <br /> · Past Land Use Planning Criteria <br /> · Currcnt/Future Land Use Planning Criteria <br /> <br />Councilmember Elvig expressed concern with the projected populations. He noted the City has <br />done strategic planning with the build-out of the whole City at 45,000 to 55,000. He questioned <br />if the comlnercial added to this is what brings the populations so high. <br /> <br />Mr. Martini explained these estimates are the ultimate that could be supported to be sure the <br />pipes are sized big enough in the case that any certain area is at an ultimate potential. The <br />densities are probably increased for individual areas compared to the population projections. <br /> <br />Mr. Martini reviewed the following areas of the Sanitary Sewer Plan: <br />Wastewater System Flow Projections and Capacities · Projected 10-Year Growth <br /> · Projected 1 O-Year Growth Service Areas <br /> · Trunk Sanitary Sewer System <br /> · Trunk Sanitary Sewer Model <br /> · Projected Total Trunk Sanitary Sewer System Cost Estimate <br /> <br />Councihnember Elvig asked how the trunk cost of $1,800 might compare with other cities. <br /> <br />Mr. Martini replied trunk charges in Watertown are $3,000 each; however, they have their own <br />plant to opcrate. One community had trunk charges of $6,000, with about 40 percent for trunk <br />lines and 60 percent for the treatment facility. Andover has done a lot of work studying what <br />their trunk charges should be and their charges were higher. The $1,800 figure is not necessarily <br />unrealistic compared to other communities. <br /> <br />Councihnember Zimmerman asked when the trunk charges would be applied. <br /> <br />Assistant Public Works Director Olson replied that is a recommendation that would come out of <br />the study. Staff is not asking for adoption of the new charge now. Any trunk charge would be <br />collected at the time of final plat, and commercial trunk charges at the time of site plan for the <br />development. <br /> <br />Councilmember Zimmennan asked if these types of charges would be applied with the extension <br />of sewer and water. <br /> <br />Assistant Public Works Director Olson replied if the Council votes affirmatively on the plan staff <br />will bring back an amendment to the scheduled rates and fees as early as the next Council <br />meeting. <br /> <br />City Council Work Session/July 27, 2004 <br /> Page 2 of 5 <br /> <br /> <br />
