Councilmember Kurak inquired about the time frame of the build-out. <br /> <br />Mr. Martini replied the report does not specify a time frame; it is more or less the road map if and <br />when the City decides to do this. It does identify where some of the pressure is now. As time <br />goes on the cost of construction will increase and the time frame should be looked at as to an <br />increase in the charges. <br /> <br />Councihnember Kurak stated she would think the cost would be more modest. She would like to <br />know more about the logic of raising that enormous rate. When more units come on line she <br />would imagine the cost would be equalized a little better. She questioned if it is because the pipe <br />is getting bigger. <br /> <br />Assistant Public Works Director Olson explained the size needs to be extended beyond the <br />development. They have found there was not the level of detail in the 1991 comprehensive plan <br />that thcre was in this one, and they did not know there would be the need for a lift station. This <br />is a much more accurate map than the 1991 plan. <br /> <br />Jon Peterson of Bolton and Menk, Inc. reviewed the following areas of the Comprehensive Water <br />System Plan: <br /> · Water Service Area Demands <br /> · Sum,nary of Existing Water System <br /> · Water Supply Projections <br /> · Water Supply Issues <br /> · Water Treatment <br /> · Watcr Treatment and Supply Alternatives <br /> <br />Assistant Public Works Director Olson explained the mitigation requirement for Town Center is <br />three wells. As the Council heard with the previous discussion of the water enforcement <br />sprinkling ban, the City is getting close to needing to get the wells on line as soon as possible. <br /> <br />Councilmember E lvig inquired about the differences between ground water treatment and surface <br />water treatment. <br /> <br />Mr. Peterson reviewed the differences in the filtration systems and explained surface xvater <br />filtration removes biological contaminants. River bank filtration is also used by drilling into the <br />side of the riverbank and pulling the water out of the aquifer under the river. This system is not <br />as prone to floating by chemicals. <br /> <br />Assistant Public Works Director Olson indicated staff has been planning for this, and they do not <br />want their hands to be tied in the future. The city of Andover went with the groundwater <br />filtration. There was discussion about the arsenic level and if the City would be required to put <br />in a treatment facility.
