Councihnember Cook commented it would be more cost efficient and more secure to have the
entire water system treated at one place.

Mayor Gamec asked how long it would take to build the water treatment plant.

Mr. Petcrson replied the time frame would be two years.

Mayor Gamec stated there are about 100 complaints right now regarding water because people
cam~ot even wash their clothes. This is getting to be critical and he does not see how much
longer they can wait without planning to get this on line. He noted so much water is being used
that thc tanks are getting stirred up with no time for the water to settle.

CoLmcihnember Elvig inquired about capacity and if bigger tanks could be built.

Mr. Petcrson replied it is not economical to store enough water for a week; they need to build a
supply and be ready for it.

Mr. Peterson reviewed the following areas of the Comprehensive Water System Plan:
· hnplen~entation Schedule- 10-Year Capital Needs
· Water System Financing

2) Review Structured Parking Projects

Paul Lutey of LSA Design reviewed the transit demand portion of the parking analysis. He
explained the study included the whole City of Ramsey, all of Bums, a piece of Elk River and a
piece of Dayton.

Councihnember Elvig inquired about the size of the buses that would be needed.

Mr. Lutey replied a 20 to 25 seat bus would likely be adequate for Town Center if it is running
every 10 minutes.

Councihnember Kurak inquired about the possibility of charging for the bus service.

Mr. Lutey explained with a shuttle in a small area like this it is probably better to have a very low
fare, like a quarter or 50 cents, or no fare at all due to the administrative costs of collecting the
fares.

Councilmen~ber Kurak questioned how the bus service would be paid for.

Assistant Public Works Director Olson indicated part of the amendment to the development
agreement suggests that the special service district is a transit service within the Town Center.

Jo Ann Olsen of LSA Design indicated there are grants available that may be used for the capital
cost of the buses.

City Council Work Session/July 27, 2004
