Page 6

June 4, 1979

A discUSsion was held concerning an easement for a future service road along
Highw~ay 10.

It was the consensus of the P & Z Commission to have the easen~nt provided for on the
rear of the property next to the railroad tracks. The Conmission also told Mr.
Greenberg that he should submit a 'landscaping plan. ~

Chairman Peterson asked Mr. Greenberg what his tir~table for completion is.

Mr. Greenberg replied that he originally hoped to have this completed by June 1, 1979
and he thought this was all approved last Fall and that the contractor has the
working plans. He explained his problem with the junked - wrecked cars parked
on his property. He legally cannot get rid of them until he files for abandonment
and sometimes this can be a lengthy process.

Kathy Schneider said those cars would have to be screened so that they could
not be seen.

Mr. Greenberg agreed to put u~ a fence for screening the junk cars.

Art Dunn told him that anytime the cars are visible that he would have to put
up more fencing.

Consensus of the Conmzission is that all materials such as junk cars, cars
waiting for body work, tires, junk parts must all be screened.properly..

Kathy Schneider added that the portion along County Road 57 has been
the most offensive.

Item No. 5'CRITICAL RIVERS ORDINANCE

Mr. Tom Lutj en and Mr. Swenson from the Department of Natural Resources were
present in the audience.

Mr. Lutj ens stated that the DNR wants to make sure that the Critical Area policy
meets their minimum standmrds. He said that it looks good and that this is khe
first time they have had a chance to see it. He noted that the DNR has to sign off
on these through a Letter of Understanding so it is important that the City and the
DNR work together on this.

Chairman Ken Peterson asked him if he is aware of the proposed 2~j acre lot size.

Mr. Lutjen said that this is just fine with the DNR.

Attorney Goodricli ,,had three r~jor questions regarding the ordinmnce that he
needed answers on.

1) Critical River Ordinance to be for critical river area only or entire city.

Opinion of the P & Z Commission is the ordinancesbe-adopted 'for the entire City
with the .exception 'of. those that dealt specifically with the river.
