D-1 pLANNING COMMISSION BUSINESS <br /> <br />1. Preliminary Plat approval - Roland Looyan <br /> <br />Mr. Looyan appeared before the Commission on 2/5/79 with a sketch plan <br />for subdivision of his property. No action was taken and he was advised <br />to obtain soil tests because of soil conditions in that area. <br /> <br />On 7/2/79 Mr. Looyan again presented a sketh plan and supplied soil tests <br />as requested previously. He was told he could appear before Council with <br />two different alternative plans, A & B, to receive direction before <br />proceeding with preliminary platting and find out the status of the road <br />easement that he had previously agreed to give to the City. <br /> <br />On 7/23/79, he appreared before Council with. his plans A & B and was <br />informed that Plan B with a cul de sac may be the best or that he should <br />plat no more than two lots and the City would retain rights to the road. <br /> <br />Mr. Looyan then researched the cost of platting, i.e., topography, road <br />improving costs, etc. and decided it not economically feasible for him <br />to plat Plan B. <br /> <br />On 8/27/79, he went to Council for a determination on plans for the road <br />easement (Garnet Street). He was informed that he could have one access for <br />the other lot created by dedication of Garnet Street but that any other <br />building permit requests would require that he blacktop Garnet Street. <br /> <br />On 9/10/79, Mr. Looyan entered into a development contract for constructing <br />the additional home or his property lYing east of Garnet easement and south <br />of 167th Avenue. <br /> <br />He is seeking preliminary plat approval for creation of the additional <br />lot and he has submitted a future resubdivision plan in accordance with <br />the City ordinance. <br /> <br />ENCLOSURE - <br /> <br />Preliminary & Final Plat Drawings <br />Future Resubdivision Plat Drawing <br />Copy of Development Contract <br /> <br />2. Preliminary Plat approval - Alpaca Estates <br /> <br />This property has gone through t~e rezoning process. Findings of Fact <br />were adopted and the ordinance has been amended therefor. <br /> <br />This plat was before P & Z on 9/4/79 for sketch plan approval - minutes <br />enclosed. <br /> <br />Mr. Jason Jentzsch, of the Environmental Quality Board called this week <br />stating that this development would also require an Environmental Assessment <br />Worksheet along with the "Critical River" review (which has already been <br />obtained~. He is sending a letter and information on this assessment and <br />it should be here for Monday's meeting. It has something to do with any <br />commercial development of 20,000 square feet or more with 1500 feet of river <br />frontage requires this worksheet and even though this commercial area of <br />Alpaca Estates does not abut the River, it is part of land that does and <br />in this case, it is their interpretation that this Environmental Assessment <br />Worksheet must be applied to this case. <br /> <br /> <br />
