"370.014H SClfl~'ENING ,~ <br /> <br /> 1. Where any business or industrial use (structure, park~n~ <br />or storage) is adjacent to property zoned or developed for residential <br />use, that business or industry shall provide screening along the bound- <br />ary of the residential property. Screening shall also be provided <br />where a business, parking ].ot or industry is across the street from <br />a residential zone, but not on that side of a business or industry <br />considered to be the front. <br /> <br />2. Ail exterior storage shall be screened. The exceptions <br /> <br />are: <br /> <br />a. Merchandise being displayed for sale; <br />b. Materials and equipment presently being used for <br /> construction on the premises; <br />c. Merchandise located on service station pump islands. <br /> <br /> 3. The screening shall consist of plantings and landscaping, <br />or a combination of plantings, landscaping and fencing, as approved by <br />the planning commission. All plantings and fencing shall be placed a <br />minimum of fifteen (15) feet from the street. However, in no event <br />shall the plantings or fencing be placed on public right-of-way. The <br />plantings may be placed on the property line and the fencing may be <br />constructed within five (5) feet of the property line. <br /> <br />4. The applicant shall provide to the p%anning commission <br />a detailed schematic drawing of his screening proposal, which drawing <br />· shall show the appropriate dimensions, types and sizes of the proposed <br /> fencing, landscaping, and plantings. <br /> <br />C <br /> <br />C <br /> <br /> 5. In those areas where screening is required, all open areas <br />of any site, lot, tract, or parcel shall be graded to provide proper <br />drainage, and except for areas used for parking, drives or storage, <br />shall be landscaped with trees, shrubs, or planted ground cover. Such <br />landscaping shall conform witb the screening and landscaping plan <br />~pproved by the planning commission at the time the building permit <br />was issued. It sha~l be the owner's responsibility to see that this <br />landscaping is maintained in an attractive and well kept condition. <br />This providion will apply to the original developer, his heirs, suces- <br />sots and assigns. A performance bond or cash escrow on the provisions <br />of the screening and landscaping section shall run to the City of <br />Ramsey for a period of two (2) fu%! growing seasons following installa- <br />tion. The bond or escrow amount will be a reasonable estimate of the <br />project cost as determined by the city engineer. <br /> · <br /> <br /> 6. In residential districts, fencing other than for solely <br />decorative purposes shall be restricted to side and rear yards. Maxi- <br />mum fencing heights in residential districts shall be six (6) feet, <br />except eight (8) feet shall be allowed where neighboring land asthetic <br />values are not adversely affected. <br /> <br /> <br />
