Mr. Goodrich added that the special <br />use permit was issued to Mr. Gilbert Menkveld individually and therefore <br />I~l~e Council ma], want to meet the proposed buyer and learn ]]is background <br />~.~nd ]]ear what his specific plans for the property are. Finally, Mr. G~odrich <br />~3tated that since the granting of the special use permit, the City has <br />adopted two comprehensive plans and revised it's zoning and subdivision <br />ordinances. Mr. Goodrich particularly noted that in 1978 the City inc~3eased <br />the site size for mobile homes in mobile home parks to 47,560 sq. faet. <br />Finally, Mr. Goodrich stated that he didn't think Mr. Menkveld had delivered <br />a Quick Claim Deed to the City required by the Purchase and Lease Back <br />Agreement. Mr. Menkveld said that he had and Mr. Goodrich said he couldn't <br />find it if it has been delivered. <br /> <br />Councilmember Sorteberg stated that one of the ordinance requirements for a <br />mobile home park is that it has to be serviced by a municipal sewer system. <br /> <br />Councilmember Cox suggested that Mr. Goodrich work with Mr. Menkveld and <br />Mr. Hajek to gather the pertinent information and report back to the Council <br />at it's first meeting in November. <br /> <br />Mr. Menkveld said that he wouldn't go through all that. He said the City <br />has on file all the information it needs and that he wanted to start <br />developing his property tomorrow. He said he has 89 years left on the 99 <br />year Purchase and Lease Back Agreement. He further stated that since there <br />is nothing in the special use permit or the City's ordinances about when <br />the special use permit is up, that he has the right to proceed on the <br />development tomorrow. <br /> <br />Mr. Goodrich advised that in light of Mr. Menkveld's position on the subject, <br />the Council would have to make a decision tonight regarding the status of <br />the special use permit. <br /> <br />Mr. $orteberg stated that it would be better to review the ordinance first <br />because there are a lot of requirements Mr. Menkveld is going to have to <br />meet. <br /> <br />Motion by Councilmember Van Wagner and seconded by Councilmember Sorteberg <br />to rescind ~amsey Township's special use permit issued to Gilbert Menkveld <br />relating to a mobile home park i~ 1972 until the Council has had an <br />opportunity to review the proposed plans and review and update itself on <br />this subject. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, Cox, <br />Van Wagner and Reimann.
